THE Presidential Task Force on Media Security (PTFOMS) and the Commission on Human Rights (CHR) on Wednesday signed a memorandum of agreement (MOA) to boost the safety and security of media workers.

“The work of journalists is vital in illuminating truth, empowering citizens, and strengthening democracy. Yet, too often, this work is met with harassment, threats and violence,” said Undersecretary Jose Torres Jr., PTFOMS executive director.

CHR chairman Richard Palpal-latoc said the partnership boosts its mandate to protect the interest and well-being of Filipinos, including media personalities who have been either harassed or abused at work.
Key initiatives under the partnership include a rapid response mechanism, which involves the establishment of a hotline, threat assessment, and temporary protective measures.
The two agencies said they would strengthen collaboration with legal and investigative agencies to ensure impartial, timely investigations.

Palpal-latoc and Torres said the MOA would also ensure the provision of legal and psychosocial assistance to victims and their families as well as the conduct of gender-sensitive safety training for journalists and first responders.
The two agencies agreed to share databases on threats, attacks, and investigations.
Palpal-latoc said his agency would work with PTFOMS in promoting dialogues with media organizations, civil society, and the public to foster a culture of respect and responsibility.
“Protecting journalists is not just an obligation but a reflection of our commitment to democracy, human rights, and the rule of law,” said Torres, a former National Press Club director and Philippine Information Agency director general.
